Why a VLTD is not just a tracker

A commercial GPS tracker reports where a vehicle is to whoever bought it. A VLTD does that too, but it also has to satisfy a standard, transmit to a government backend, and keep working under conditions the standard specifies. The distinction is regulatory, not a matter of quality — a well-built tracker that has not been certified is still not a VLTD, and fitting one does not discharge the obligation.

The obligation itself flows from AIS 140, India's standard for intelligent transport systems, and applies to categories of vehicles that state transport authorities notify. That notification is where operators most often come unstuck: applicability, deadlines and enforcement have rolled out state by state rather than in one national switch-on, so the correct answer to whether a particular vehicle needs one depends on its category and the state it is registered in.

What the device has to do

It reports position on a defined interval, and it keeps reporting when conditions degrade — internal battery backup so a disconnected unit does not simply go dark, and internal storage so positions gathered out of network coverage are transmitted once coverage returns rather than lost. On passenger-carrying categories it also has to accept input from emergency buttons and raise an alert when one is pressed.

Crucially, the data goes to a state backend control centre, not only to the operator's own platform. That is the part that surprises fleets accustomed to commercial telematics, where the data feed belongs entirely to whoever pays for it. A VLTD deployment involves a device that has been provisioned to report to the relevant authority's backend, and a device that has not been so provisioned is not doing the job it was fitted for even if the operator's own dashboard looks perfectly healthy.

Certification, fitment and the paperwork operators actually need

Device models are tested and certified against the standard by recognised testing agencies before they can be sold as compliant. That certification attaches to the model, not to the individual unit on a particular vehicle — which is why a certified model still has to be installed and registered correctly for the vehicle to be compliant.

The document an operator ends up needing is the fitment certificate: evidence that a certified device was actually installed on the specific vehicle, produced at permit issue or renewal and when the vehicle is checked. Fleets that treat the purchase as the end of the process rather than the middle of it discover the gap at the RTO counter, which is a slow place to discover anything.
