Choosing an AIS 140 VLTD: How to Check a Maker Before You Buy

The expensive mistake in VLTD procurement is not overpaying. It is buying a device that turns out not to be compliant in the state where the vehicle is registered, discovering it at a permit renewal, and having to refit the fleet.

There is no shortage of companies selling devices described as AIS 140 compliant. The description is doing a lot of work in that sentence, because compliance is not a property of the box on its own — it depends on a certification that attaches to a specific model, on the device being provisioned to report to the right state backend, and on documentation tying the unit to the vehicle it was fitted to.

This guide is about how to check those three things before money changes hands. It deliberately names no manufacturers and quotes no prices, for a reason set out below.

Why a vendor list would be the wrong thing to publish

Certification is granted against a model, and it is granted, renewed and occasionally withdrawn on a timeline no third-party page tracks reliably. A list of approved makers published today would begin decaying immediately, and its most dangerous property would be that it still reads as authoritative while it does so — an operator trusting a stale list is worse off than one who checked directly.

What does not decay is the method. If you can verify a certificate, confirm backend provisioning and obtain fitment documentation, you can assess any supplier, including one that did not exist when this page was written.

Verifying the certification itself

Ask for the test certificate, not a claim about it. What you are checking is that a recognised testing agency issued it, that it is current rather than expired, and — the detail that catches people — that it covers the exact model and variant being quoted rather than a sibling product with a similar name.

That last point deserves suspicion. A supplier with a certified model and an uncertified cheaper variant has an obvious incentive to be vague about which one appears on the quotation. Match the model number on the certificate against the model number on the quotation, character for character, and treat any reluctance to provide the document as the answer to your question.

  • The certificate is issued by a recognised testing agency, and you can see the issuing body named on it.
  • It is currently valid, not expired or superseded.
  • The model and variant on the certificate match the model and variant on your quotation exactly.
  • The supplier will confirm in writing that the units delivered will be that model.

Backend provisioning: the requirement that is not about the hardware

A VLTD has to report to the state backend control centre, not only to whatever platform the operator uses day to day. This is the part of the obligation most often left half-finished, because it is invisible from the operator's own dashboard — the tracking works, the vehicle appears on the map, and nothing indicates that the regulatory feed was never established.

So ask directly who performs the backend registration, whether it is included in the quoted price or billed separately, and what evidence you will receive that it was completed. A supplier that treats this as your problem is selling you a tracker rather than a compliance solution, which may be fine if you know that is what you are buying.

The paperwork you will be asked for later

Certification covers the model. The fitment certificate covers the individual vehicle, and it is the document produced when a permit is issued or renewed. Fleets that buy devices without agreeing at the outset who issues fitment documentation discover the gap at the counter, at which point the vehicle is off the road while it gets resolved.

Settle it in the purchase conversation: who issues the fitment certificate, how long it takes after installation, and what happens to the documentation if a device fails and is replaced under warranty. A replacement unit fitted without fresh paperwork puts the vehicle back in the same position it was in before the first device was bought.

What actually drives the price

Quotations for compliant devices vary more than the hardware does, and most of the variation is not in the box. Understanding the components lets you compare two quotations that look different but describe the same thing, and spot the one that looks cheaper because it has left something out.

The most common source of a misleadingly low quotation is connectivity. A device is useless without a data subscription, and a quotation that excludes it is quoting for part of the solution. The second most common is backend registration, for the reasons above, and the third is installation on vehicles that are geographically scattered.

None of these are difficult questions for a competent supplier. The value is in the pattern of the answers: a supplier who answers all seven precisely is a different proposition from one who answers four and deflects three, and the deflections tell you where the work will land on you.

  1. Which certificate covers this exact model?

    Ask for the document. Match the model and variant to the quotation and check the issuing agency and validity.

  2. Who registers the device with the state backend?

    Establish whether it is included, who performs it, and what evidence of completion you receive.

  3. Who issues the fitment certificate, and when?

    Agree the responsibility and the turnaround before installation rather than at permit renewal.

  4. Is connectivity included, and for how long?

    Get the renewal cost in writing. This is the line most often omitted to make a quotation look competitive.

  5. What is the replacement process for a failed unit?

    Turnaround matters, and so does whether fitment documentation is reissued for the replacement.

  6. Does my data also reach my own platform?

    The regulatory feed and your operational visibility are separate things. Confirm you get both, and in what form.

  7. What happens if the vehicle moves to another state?

    Requirements differ by state of registration. Ask how the supplier handles a fleet operating across boundaries.
