Fleet Maturity Assessment
Maturity is not how much software you own. It is whether you can answer a question about last Tuesday without phoning three people. Rate six dimensions honestly and this assessment places your operation on a five-stage scale, then tells you what the next stage costs you.
Your numbers
0 = drivers hand in paper at the end of the week. 4 = trip, distance and fuel arrive automatically from the vehicle.
0 = you service when something breaks. 4 = intervals are scheduled, work orders close against parts, and history follows the vehicle.
0 = you know total fleet spend and nothing below it. 4 = you can produce cost per kilometre for one registration number without building a spreadsheet.
0 = drivers are managed by reputation. 4 = licence expiry, hours and driving behaviour are recorded per person and reviewed on a cycle.
0 = expiries are discovered during an inspection. 4 = insurance, permits and roadworthiness renew on a calendar with owners and reminders.
0 = the plan lives in one person's head. 4 = jobs are allocated against known vehicle availability and driver hours before the shift starts.

The formula
- Six dimensions are each scored 0 to 4, so 24 points are available
- Points scored = sum of the six dimension scores
- Maturity score = (Points scored ÷ 24) × 100
- Maturity stage = floor(Maturity score ÷ 20) + 1, capped at 5
- Points to next stage = ((Stage × 20) ÷ 100) × 24 − Points scored, floored at 0, and 0 once you are at stage 5
- Dimensions below working level = count of dimensions scored 0 or 1
Assumptions and limits
- The six dimensions carry equal weight. That is an editorial choice, not a finding. If a compliance failure would shut your operation tomorrow, it matters more to you than this scale admits.
- Stage boundaries at 20-point intervals are a reading aid. A score of 59 and a score of 61 describe the same operation, so do not manage the boundary.
- This measures capability, not results. A stage 4 fleet running the wrong routes still loses money. Maturity tells you what you are able to see, not whether what you see is good.
- You are marking your own work. The most common error is generosity about data capture: if a number arrives late enough to be useless, it was not captured.
- Nothing here accounts for fleet size. A six-vehicle operation can be run properly at stage 2 forever. A two-hundred-vehicle operation cannot.
- The assessment cannot tell you what to fix first. It shows you where you are weakest, which is a different question.
What a maturity stage actually describes
Stage 1 is an operation that runs on memory and goodwill. It works, often for years, because someone competent holds the whole thing in their head. The risk is not inefficiency. The risk is that person taking annual leave.
Stage 3 is where most fleets that have bought software land. The data exists. It is entered late, by people who see the entering as overhead, and it is trusted by nobody who has to decide something quickly. This is the stage where a fleet owns a system and still runs on WhatsApp.
Stage 5 is not perfection. It is an operation where the record and the reality agree closely enough that people argue about what to do rather than about what happened.
Why data capture sets the ceiling
Every other dimension inherits its limit from this one. Cost visibility cannot be better than the fuel and odometer readings feeding it. Service scheduling cannot be better than the distance figures that trigger it. Fleets routinely try to fix a reporting problem by buying a reporting tool, and end up with the same wrong numbers rendered more attractively.
The honest test is latency, not existence. If a trip that finished on Monday is in the system on Monday, you have data capture. If it lands on Friday when the driver hands in the sheet, you have an archive.
Moving one stage at a time
The trap is trying to lift every dimension together. A fleet at stage 2 that attempts a full rollout across capture, maintenance, cost, drivers, compliance and planning at once usually ends up with six half-configured modules and a workshop foreman who has stopped logging in.
Pick the dimension where one change unlocks two others. Automatic distance capture, for instance, raises the limit on both service scheduling and cost per kilometre without anyone changing how they work. Then re-run this assessment in six months and check the score moved for the reason you intended.
Frequently asked questions
It is the degree to which your operation can be run from a record rather than from memory. A mature fleet knows what each vehicle cost last month, when it is next due in the workshop, and who was driving it at 14:40 on Tuesday, without anyone needing to remember. Immaturity is not disorganisation. It is dependence on specific people.
Not automatically. Maturity costs money and attention, and a small fleet with stable routes and long-serving drivers can operate at a low stage indefinitely. It becomes a problem at the point of change: growth, a new contract, a key person leaving, or an audit. If none of those are near, a low score is a description rather than a warning.
Between stages 1 and 2, usually yes. A shared vehicle register and a renewal calendar are process, not product. Beyond that it gets hard, because stage 3 and above depend on data arriving without someone choosing to send it. That is a hardware and integration problem, and no amount of discipline solves it permanently.
Because those answers would change the score without changing your operation, which would make the tool a flattery machine. Size and sector determine how much maturity is worth to you, not how much of it you have. Interpret the result against your own context rather than expecting the model to do it for you.
