The claim comes in and you go looking for the route. The vehicle is not in the results. It has not been in the results for eleven weeks, since a workshop visit where somebody disconnected the unit to get at something behind it and never plugged it back in. This is the structural problem with device silence: absence of data looks like absence of problems. A standby vehicle that reports once a week is behaving normally. Thresholds are set against duty cycle rather than a single fleet-wide timeout, because one timeout would either flood you with alerts about parked vans or miss dead units for days.
In rough order: someone disconnected it during workshop work and did not reconnect it; a fuse or a wiring fault, often on the ignition feed; a SIM or network problem, particularly after a roaming change; antenna damage; and deliberate removal. The pattern is worth reading. Silences clustering after workshop visits point at a process problem, not a hardware one, and no amount of replacement devices will fix that.
